The ComptonScatteringCountRate function fits :ref:`Voigt <func-Voigt>` functions convolved with :ref:`VesuvioResolutions <algm-VesuvioResolution>`
to input data subject to a set of supplied constraints. The constraints are supplied through function attributes:
