Description#
Suggest possible time independent background range for HYSPEC. It works for incident energy range from 3 to 100 meV.
Usage#
Example:
incidentEnergy = 5
(tibMin,tibMax) = HYSPECSuggestTIB(incidentEnergy)

incidentEnergy = 40
